
The Strategic Planning & Research Division (SPRD) is a component of the Bureau of Strategic Governance (BSG). SPRD is responsible for developing and maintaining an effective strategic plan for the agency and objectively assessing performance toward achieving the Department’s goals and objectives. SPRD also promotes strategic thinking and decisions that align with the Department’s strategic plan, facilitates continuous improvement, and researches and develops innovative solutions to challenges facing the Department.

For a police agency, being prepared and having a plan for the unexpected is vital for ensuring public safety and effective response to emergencies. Whether dealing with natural disasters, civil unrest, or sudden security threats, a well-developed plan provides the framework for coordinated action and resource allocation. Preparedness involves rigorous training, understanding potential risks, and establishing clear protocols to manage unforeseen situations. This proactive approach not only enhances operational efficiency but also ensures the safety of officers and the community, reinforcing public trust and confidence in law enforcement.
SLED – Staff and Leadership Employee Development Program
The Staff & Leadership Employee Development (SLED) Program is a formal mentoring program created to provide coaching and professional development for the Department’s sworn personnel. SLED is designed to improve participants’ working knowledge of all available departmental resources and enhance confidence through hands on experience to prepare oneself for leadership positions. The program’s first statewide cohort began in September 2021.
SLED objectives include further developing employee confidence and decision-making skills, inspiring critical thinking, and collaboration, encouraging minority participants to apply for leadership positions, and preparing employees for supervisory roles.
The program consists of a one-week orientation at State Police Headquarters that highlights the duties and responsibilities of all SPHQ divisions followed by 6 months of field work with assigned mentors in BFO, BCI, and seven other specialties within the Criminal Justice Information Services, Executive Protection, Professional Standards, Safety, Special Investigations & Programs, Special Operations, and Training Divisions. During the field portion, participants will also research and complete thirty short essay scenarios that prepare them to handle events that they may encounter while performing their duties.
All participants attend a one-day Capstone at the Academy that includes a presentation on the promotional system, mock interviews, a “Hot Wash” designed to identify improvements to the SLED Program, and a graduation ceremony and reception.
